Introduction
The Government of Uganda adopted the policy of decentralisation in 1993 which, among others, sought to devolve responsibilities of proviso, resource allocation/budgeting and investments management to Local Governments. This was intended to achieve improved capacity of Local Councils to plan, pay and manage the delivery of services to their areas of jurisdiction.
The Ministry of Local Government has issued think process/cycle guidelines that broadly involve information dissemination, participatory needs identification, appraisal and allocation, formulation of three year (now 5-year) investment funds/development plans, feedback, implementation, review, monitoring and evaluation.



According to these guidelines, the administrative structures that are judge to execute the planning function include:
* the village Councils, Village Executives and Project Management Committees at the village level;
* Parish Councils, Parish Development committees and the Parish Chief at the Parish level
* Sub county/Division and Town Councils, Executives, Sectoral Committees, proficient Planning Committees and Investment Committees in lower LGs
* district Councils, Executives, Sectoral Committees, District Technical Planning Committee and District Contracts Committee at District level
The guidelines present an ideal state of the planning system that could contribute towards the achievement of the objectives of decentralisation.
